csi-snapshot-controller-operator uses old library-go, client-go and other dependencies

Update the deps to Kubernetes 1.20 / OCP 4.7 to get the latest features & bugfixes.

Not user-visible change is expected.

Did some basic test on 4.7.0-0.nightly-2021-01-17-211555 for snapshot create/restore/delete. No issue found.
Mark it as VERIFIED.
