Description of problem: version in 16.x is 5.11, now that 5.12 is released, we should rebase to 5.12 to pick up the latest bug fixes and features.

RDO review at https://review.rdoproject.org/r/c/centos-opstools/collectd/+/33714 CI fails during package build as a result of the virt test (which is trying to connect to libvirt hypervisor) failing, which seems like it's (probably?) an issue with the CI and not the package. Could someone more familiar with the RDO CI have a look?
a couple of findings - 5.11 from cbs (re-builds fine) https://cbs.centos.org/koji/taskinfo?taskID=2490007 - manual building 5.12 seems to work, at least the virt test issue passes, https://cbs.centos.org/koji/taskinfo?taskID=2490012 - iptables needs to get filtered for aarch (unavailable there), disabled in configure, not disabled in subpackages - enabling iptables plugin in configure part makes the manual build pass completely in cbs: https://cbs.centos.org/koji/taskinfo?taskID=2490017 - after merging the centos and fedora account system, we probably need to update the certificate for cbs again
we have collectd-5.12.0-7.el9ost.x86_64 in osp17 basic regression tests were done.
