Suggest adding the following text at the end of this section.  This is based on the discussion in bug 1902631:

Note: During a Framework Upgrade, when OSP 13 compute node are running in the ‘hybrid’ state, instance migration is possible between OpenStack 13 compute nodes and 16.1.x compute nodes. See the normal migration constraints [1] in the Instances and Images guide. There is an additional constraint for NFV workloads during framework upgrades; live migration of instances from OVS-DPDK computes will not be possible, however cold migration is supported.
