Description of problem:
I use a Dvorak keyboard layout, but the "start" menu (K menu?) in the lower left corner of the screen interprets keystrokes in the standard US layout regardless of which layout is selected.

How reproducible:
Always

Steps to Reproduce:
1. Install plasma-desktop (and the rest of the KDE desktop as needed)
2. Set up an alternate keyboard layout in System Settings
3. Open the corner menu from the desktop and type into the search bar

Actual results:
Keystrokes are entered as though the system is in the US layout.

Expected results:
Keystrokes should be entered according to the system keyboard layout.

Additional info:
This occurs on RHEL 8. I have tried setting the keyboard layout through the toolbar icon on the right side of the desktop, through keyboard shortcuts, and through "setxkbmap dvorak,us". In all cases, the corner menu ignores the layout change, but other windows accept the change as expected.
