this could be related to https://tracker.ceph.com/issues/48373 which affected the redeploy of iscsi and nfs (which are necessary to properly upgrade). This bug was fixed in https://github.com/ceph/ceph/pull/38549 but that was just merged a few days ago so probably hasn't made it into any downstream images yet. I'll test upgrading from an older images (15.2.5 or 15.2.8 or something) to an image based on the latest master and see if it works for iscsi and nfs.
After checking further, iscsi and nfs seem to be left out of the upgrade process altogether. Going to check with upstream folk to see why this is.

fix was merged upstream and is awaiting backport
Upstream fix was backported to Pacific March 16th. Any downstream image built on March 17th onward should hopefully allow for upgrade of iscsi and nfs.
Sage backported PR 39677 to pacific in https://github.com/ceph/ceph/pull/40135. This will be in the next weekly rebase I build downstream (March 22nd).
NFS and iscsi daemons upgrades are successful on latest builds. Moving to verified.
