Description of problem:
I noticed that module stream copying has changed behavior since Katello 3.17 (pulp-rpm 3.7.0). After some searching, I noticed that errata are also copying over modulemds and I'm not sure why. There doesn't seem to be a connection between the erratum in question and the copied modulemds. Dep solving is off.

Steps to Reproduce:
1. Sync https://fixtures.pulpproject.org/rpm-with-modules
2. Create an empty repo in Pulp 3
3. Copy RHEA-2012:0055 to the empty repo.
Actual results:
The empty repo is populated with content unrelated to the erratum
Expected results:
The empty repo will be populated with only content related to the erratum
Additional info:
The issue is already fixed upstream. I'm putting this here since it will affect Satellite 6.9.

Steps to retest:
1) Sync https://fixtures.pulpproject.org/rpm-with-modules
2) Create a content view with that repo in it
3) Create an errata filter to include only RHEA-2012:0055
4) Publish a new content view version
5) Check cvv that no module streams are included
Expected result:
There shouldn't be any module streams included
Actual:
No module streams are include.
I do see the following content is in the CVV as expected:
a) RHEA-2012:0055
b) penguin 0.9.1
c) shark 0.1
d) walrus 5.21
Verified on 6.9.0_017 with python3-pulp-rpm-3.9.0-1.el7pc.noarch
