This bug tracks the progress of a backport of "container sharding"
feature. It was experimental upstream through the Train cycle, but
got used in production in Ussuri and later.

We need to move this through a tech preview and make it supported
in OSP. See linked customer requirement cases.

Verified by deploying core_puddle=RHOS-16.2-RHEL-8-20210811.n.1
