Description of problem:

Enabling repo on satellite 6.9 beta through proxy fails if the Proxy server does not have username and password set

How reproducible:
New installation


Steps to Reproduce:
1.  Create an HTTP Proxy (Go to Infrastructure > Http Proxies) 
2.  Add proxy details that work without username and password
2.  Go to Administer > Settings > Content tab
3.   Set "Default HTTP Proxy"

Actual results:

Expected results:

Enabling/Sync repositories should work through proxy server set in satellite if it with or without username/password
