Description of problem:

I'm looking to update octave to 6.1, but swig fails to build against it due to the usual API changes.  Test build here:
https://copr.fedorainfracloud.org/coprs/g/scitech/octave6.1/package/swig/

According to the swig folk, the maintainer of the swig-octave bindings has stepped away: https://github.com/swig/swig/issues/1893

I've also reached out to the plplot folks to see if they have any interest in helping out.

This bug appears to have been reported against 'rawhide' during the Fedora 34 development cycle.
Changing version to 34.
