vm details on dev console

Description of problem:
On dev console, vm fields like Hostname/Timezone shows "VM not running" even the VM is running, which is not correct. It should be "Guest agent required" just like what's showing on VM details tab in administrator console.

1. Create a VM and start it
2. Switch to dev console
