No Create Autoscaler link when CRD is not present

# oc delete crd clusterautoscalers.autoscaling.openshift.io
customresourcedefinition.apiextensions.k8s.io "clusterautoscalers.autoscaling.openshift.io" deleted

after clusterautoscalers CRD is deleted, Cluster Setting page doesn't show link to 'Create autoscaler' any more.

Verified on 4.7.0-0.nightly-2021-01-31-031653
