Cause: The modal implied that all text updates when you change the language. This is not correct. Consequence: Could be confusing to the user. Fix: Removed text. Result: Modal is hopefully less confusing.

The text in the language preferences modal suggests all text will update, when in fact it won't.

Checked on ocp 4.7 cluster with payload 4.7.0-0.nightly-2021-02-03-165316.
Open language preference modal for English/Chinese/Japanese, "All interface content will appear in your selected language" will no longer show up on the modal.
The bug is fixed.
