Description of problem: When performing FFU and doing leapp on network node, docker stop doesn't deleted network node chassis from OVN databases. Given that ovn BFD interfaces persist on the node node can still host gateways after the reboot even though there is no ovn-controller running. This causes problems for gateways that are bound to this node and leads to FIP outage until network node is installed with OSP 16 bits. Version-Release number of selected component (if applicable): OSP13 -> OSP16 FFU How reproducible: Always with non-DVR environment and 2 network nodes Actual results: The network node stays in the chassis table even when ovn-controller is uninstalled. Expected results: The network node should be removed from the chassis table if it's not capable of operating. Additional info:
Verified with openstack-tripleo-heat-templates-11.3.2-1.20210408163453.el8ost.noarch using CI job in the staging environment. Ping results remain consistent throughout the FFU process.
