Xen failing to load or use a builtin module2 in uefi grub

Description of problem:
Xen cant boot due to module2 actually missing from Fedoras uefi grub build.

Unlike in legacy mode where its a builtin
https://bugzilla.redhat.com/show_bug.cgi?id=1858364 
and thus only fails the insmod on uefi it seems entirely missing.

Version-Release number of selected component (if applicable):
xen 4.14.1
Linux 5.10.10

How reproducible:
100%

Steps to Reproduce:
1. install xen on uefi vm
2. try to boot

Actual results:
module 2 is neither insmod'able nor builtin to fedora uefi

Expected results:
xen boots correctly

Marking as duplicate of Bug 1858364 as it has the same underlying issue which is fixed in the latest grub2 package.
