I hit this error when testing 6.9 with FIPS. Not sure if FIPS has a role in the issue, but it happened.

It's fixed upstream but the fix is not present in 6.9 code.

Applying the change from https://github.com/Katello/katello/pull/9025 fixed the issue for me.
