Description of problem:

Non-admin user with viewer role is able to click on "Repo Discovery"

How reproducible:


Steps to Reproduce:
1. Create a non-admin user with 'viewer' role.
2. Login with the above non-admin role.
3. Goto Content -> Products
4. Click on Repo Discovery.

Actual results:
Non admin user with "Viewer" role is able to see this option.

Expected results:
Non admin user with "Viewer" role should not be able to see or click this option
