Description of problem:
A nice UX enhancement to https://github.com/konveyor/mig-ui/pull/1111 would be to have the "Migration completed with warnings" or "Migration failed" text be a link to the (DEBUG) page for the migration. A user could see a warning or error on the migration and then link directly to the (DEBUG) page to see which resource(s) need to be looked at and then drill down to see the JSON.

Everytime a plan fails or completes with warnings.

1. Execute a migration that fails or completes with warnings.
2. Look at the plans page Last state column

Even with where we have moved the debug resources with 1.4.2, I still see value in implementing this.
