Description of problem:

day has leading 0 for next sync, but not for start date

e.g.:
Start Date February 1, 2021, 07:58 PM
Next Sync  February 01, 2021, 07:58 PM

Steps to Reproduce:
1. navigate Content Sync Plans
2. Create Sync Plan
3. Compare dates

Actual results:
Start Date February 1

Expected results:
Start Date February 01

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/33523 has been resolved.
