Description of problem:
fsid is not considered during accessing the shell through CLI

Version-Release number of selected component (if applicable):
ceph version 16.0.0-7953.el8cp 

How reproducible:
2/2

Steps to Reproduce:
1.perform bootstrap
2.you will get these details at the end of bootstrapping

You can access the Ceph CLI with:

	sudo /sbin/cephadm shell --fsid 123456789 -c /etc/ceph/ceph.conf -k /etc/ceph/ceph.client.admin.keyring


3.modify the command and provide a wrong fsid

4. you will be still able to access cephadm shell

Actual results:
fsid is not validated

Expected results:
fsid should be validated

Working fine. Hence, moving to verified.
