Description of problem:
When in localhost using localstorage (default setting) doing a refresh fails to properly load the navigation. Clicking on a nav item after a refresh will send you to All Projects for that page.


Prerequisites (if any, like setup, operators/versions):


Steps to Reproduce
    Be in the Developer Perspective
    Go to the Add Page
    Select a namespace
    Refresh
    Click any nav item that is not cluster scoped


Actual results:
You're seeing the all project selection page for the nav item you just went to


Expected results:
You should still be in the namespace you loaded up in


Reproducibility (Always/Intermittent/Only Once):
Always, only locally.

Not reproducible on cluster, likely won't need a QE Review step.
