Description of problem:
The test was merged long ago to upstream but since OSP16.2 neutron tempest plugin rpm is based on 0.9.0 tag the test is still not available in any OSP version rpm and does not run in downstream CI.

How reproducible:
100%

Steps to Reproduce:
1. Install python3-neutron-tests-tempest package from OSP16.2 repo
2. Try to run test_reuse_ip_address_with_other_fip_on_other_router

Actual results:
Test is not available

Expected results:
Test is available and passes

Verified on RHOS-16.2-RHEL-8-20210324.n.1 puddle.

Verified that test test_reuse_ip_address_with_other_fip_on_other_router is available in python3-neutron-tests-tempest-0.9.0-2.20210224125007.15c85f6.el8ost.1.noarch.rpm
