This is caused by reusing pycached(...) to add the nested .py files, however pycached(...) was designed to add .py files from site-packages directly and hence it does not add the __pycache__ directory automatically.

This bug appears to have been reported against 'rawhide' during the Fedora 34 development cycle.
Changing version to 34.
