Description of problem: When submitting bugs, I have twice accidentally (I think by pressing return at the end of the Summary line) ended up submitting a bug report without intending to and before any of the relevant information has been entered, resulting a report that is blank apart from the summary line. 

Version-Release number of selected component (if applicable): Current redhat bugzilla that I am now using.


How reproducible: Always


Steps to Reproduce:
1. Go to "New" in bugzilla
2. Enter something in the summary line
3. Press return at the end of the summary line (in an attempt to move down to the next line and close the suggestions of matching bugs)

Actual results: Blank bug gets submitted whose main fields then cannot be altered.


Expected results: Doesn't submit anything until you hit "Save changes" or "Submit Bug" or something like that.

On QA server.

1: Start creating a new bug.
2: tab through fields hitting enter key.

On fields that aren't a submit button, the form is not submitted. On submit buttons, the form is submitted.

The fix for this bug has been deployed to the stage server for public testing.
