Description of problem:
In Wayland, it is not possible to reach the list of available screen resolutions via keyboard in Gnome Control Center. In X.org, user can:
1. reach the Resolution line using Tab;
2. open the resolutions list via Return (or Enter) - the first item is selected;
3. select the desired resolution with arrow keys or Tab/Shift+Tab.
In Wayland you can reach the Resolution line using Tab and open the list via Return/Enter. The list is opened, but no item is selected. When pressing:
- down arrow key, the list is closed and the Orientation line is selected;
- up arrow key, the list is closed and the Night Light line is selected;
- Tab key, the list is closed and nothing is selected.

Steps to Reproduce:
1. Login to Gnome on Wayland.
2. Run "gnome-control-center display".
3. Press the Tab key 3 times (to select the Resolution line).
4. Press Return (or Enter).
5. Press the down arrow key.

Actual results:
Resolutions list is closed and Orientation line is selected.

Expected results:
Resolutions list should stay open and its second item should be selected.

Additional info:
- This affects users of screen readers (e.g. blind users) and test automation using at-spi.
- There is a workaround: After the resolutions list is opened (step 4), press Alt+Tab (once if no other window is opened, twice if there is one).

Mutter doesn't have anything to do with how keyboard navigation works inside the clients, so more likely an issue with Settings itself. Moving there.

If I understood correctly this is fixed upstream so we can expect it will be fixed in rhel9 soon or will be pulled in automatically within next mass rebuild. What about rhel8? Do you think it would be reasonable ask for rhel8 backport too?

to
gnome-control-center-3.28.2-37.el8.x86_64 (not reproduced).
