Cause: There was no implementation in place to save/update the state in the installation wizard.
Consequence: Users were returned to step 1 in case of internal mode and step 3 or 1, depending on the fact that whether they had created a no-provisioner storage class or not, in case of attached devices mode, whenever they revisited the wizard.
Fix: Introduce URL parameters "mode" and "step" that track internal/attached-devices mode and the last step respectively, and update themselves based on the last state and mode the user was in.
Result: State persists and is available in user's history to get them back where they left off.
