Description of problem:
Import of a RHV Migratable VM to Ceph-RBD / Filesystem is not supported. 
The result of such VM import is that it will remain pending storage for a request that cannot be fulfilled.
therefore, we need to block it/Fail it with an error, saying the user can either change the source VM to be non migratable, or use volumeMode: Block.

In CNV 4.9.0, VMIO is deprecated and the UI doesn't expose it anymore.
The problem will be directly addressed in MTV 2.2.
Closing this BZ as WONTFIX.
