Describe the issue: Downstream documentation for mute health alerts feature

This bug is created for documenting the feature introduced in 5.0 where in user can mute any of the health warnings/ Errors for a specified amount of time from Ceph health status. ( https://bugzilla.redhat.com/show_bug.cgi?id=1821508 ).
