'undefined method `length' for nil:NilClass' error for Red Hat Insights page.

How reproducible:
- Always

Steps to Reproduce:
1. Install satellite 6.9.0 snap 13
2. Go to Configure > Insights page

Actual results:
The server returned the following error: Request failed with status code 500

Expected results:
- The page should show instructions for configuring insights.

I've just hit exactly this today, also with Sat 6.9 snap 13. This also happens when manifest is imported and Cloud Connector is installed.

Verified on 6.9.0 snap 15.0.
