Description of problem:
This BZ is to track the health check for SLOW_OPS metric (ceph_healthcheck_slow_ops) to promethesus. PR  https://github.com/ceph/ceph/pull/37590 is in Pacific and backported to Octopus https://github.com/ceph/ceph/pull/38333.  

We should document this improvement in the release notes for 5.0.
