Description of problem:
When deploying a number of instances (testing with about 20 at a time), we are seeing where 1 or more of the instances does not complete cloud-init successfully (no hostname set, no key installed).  We baked a password into our image in order to troubleshoot, and on the "failed" instances, we see in the cloud-init.log file

Steps to Reproduce:
1. Launch 20 instances
2. 1-2 instances will not be SSH accessible


Actual results:
1-2 instance fails connecting to metadata

Expected results:
All 20 instances to have SSH keys

It would seem that this got fixed in ovn2.13-20.12.0-1.el8fdp, in this bugzilla: https://bugzilla.redhat.com/show_bug.cgi?id=1908391
