Doc Text:
Previously, when an error occurred due to a user not having the required access for a namespace, the *Workload* drop-down menu in the *Monitoring* dashboard page continuously displayed a loading-in-progress icon. The current release fixes this issue. Now, the *Monitoring* dashboard page displays an error message indicating that a *Forbidden* error has occurred. Monitoring-dashboard-workload keep loading when user with cluster-role cluster-monitoring-view rolebingding user login developer console and select a project

How reproducible:
always

Steps to Reproduce:
1.Assign cluster-role cluster-monitoring-view to a user
#oc adm policy add-cluster-role-to-user cluster-monitoring-view testuser-4
2.login developer console with the user
3.Go to monitoring page and select a project, such as kube-system
4.The graphs show "Forbidden", but Workload dropdown list keep loading

Actual results:
Monitoring-dashboard-workload keep loading

Expected results:
May display Error or Forbidden
