Description of problem:

Why do we need this change? There is the goal of getting rid of the old plugin (i.e. old apis), where this change takes us one step closer to this with RHCloud plugin (i.e. new apis)

User Story:
As a user I need a presentation of recommendations and remediations in the new RHCloud plugin in order to have feature parity with the old plugin.

@bbuckingham This should be aligned to 6.10 when this will be removed. There is no 6.10 version created yet. Can you make that adjustment please?

To be clear, this is for us to cease shipping tfm-rubygem-redhat_access with Satellite. Moved to the Packaging component.

This is not possible, as rh_cloud actually depends on redhat_access today:

Verified with:
- Satellite 6.10.0 snap 13

Observations:
- tfm-rubygem-redhat_access not present on installed satellite.
- No "Insights" menu item exists in the root menu.
- insights-client's --register, --status, --checkin, --check-results, --show-results, --unregister, --force-reregister
worked.
- Insights recommendations sync and remediation works as expected with RH Cloud plugin.
- insights-client --test-connection doesn't work, filed BZ#1973285 for it.
