Getting attached error while attaching the floating IP

Description of problem:
One of the customers cannot assign this floating IP address to the previously created server via Horizon. It ends up with an error message telling that select a valid choice while selecting the port from Horizon. However, there isn't any issue associating the floating IP via CLI.
