Description of problem:

On a system migrated to Pulp3:

Attempting to sync a repo which has no "updated date" in metadata (updateinfo.xml.gz) fails:

 Failed "invalid date"


Checking on Pulp2 system
it creates the repo.


Version-Release number of selected component (if applicable):
Sat6.9 snap 13 migrated to Pulp3

How reproducible:
not sure

Steps to Reproduce:
1. Create repo with URL to a fake repo [1]
2. Try to sync


Actual results:
 Failed "invalid date"

Expected results:

Repo is cloned
