Cause:
Adopting externally provisioned hosts, i.e. the ones from openshift-installer's deployment of the control plane, was not retried.
Consequence:
Control plane hosts were often shown in "oc bmh" as failed.
Fix:
We now retry on failure to adopt.
Result:
Control plane hosts are always adopted.
