Doc Text:
Cause: Adopting externally provisioned hosts, i.e. the ones from openshift-installer's deployment of the control plane, was not retried. Consequence: Control plane hosts were often shown in "oc bmh" as failed. Fix: We now retry on failure to adopt. Result: Control plane hosts are always adopted.

Changing severity since not having the control plane hosts adopted is indeed urgent, and this is blocking other critical patches that are dependent on it.
