Description of problem:

API IP address is moved from bootstrap node to master node too early and API becomes unavailable and installation stops.  If API IP is manually unbound the IP usually returns back to the bootstrap node and install continues.  Occasionally the API IP will move to another master node and the process has to be repeated.

OKD 4.7 vSphere IPI

How reproducible:
about 50% of the time

Steps to Reproduce:
Install OKD 4.7 

Actual results:
about 50% of the time the API IP address will move to the master servers too early and then kube-api will no longer be available

Expected results:
Successful install with no manual intervention

Additional info:
This did not seem to occur on OKD 4.6, 4.7
