Description of problem:
We're running into some issues with OVS agent and we were asked to turn on agent debugging. After we did the change in /var/lib/config-data/puppet-generated/neutron/etc/neutron/neutron.conf and restarted the agent, the agent got stuck and openstack API saw it as down.

How reproducible:
100%

Steps to Reproduce:
1. debug=True in /var/lib/config-data/puppet-generated/neutron/etc/neutron/neutron.conf on a compute node
2. podman restart neutron_ovs_agent
3. . ~/overcloudrc && openstack network agent list | grep XXX

Actual results:
Agent down after enabling debugging

Expected results:
Agent should stay up when debug is on

Reproducible in PSI RHOS 16.1 env
