Description of problem:

RHEL version of rebased libreswan-4.3 is missing virtual_private setting we used previously:

Since IKE default to IKEv2 in RHEL-8 and this is affecting only servers using IKEv1 and default config file and hence the impact is probably low but it can be considered a regression from backward compatibility point of view.

1. Compare default ipsec.conf in RHEL-8.3 (libreswan-3.32) and 8.4 (libreswan-4.3).

Actual results:

virtual_private setting is missing
