mod_auth_cas v1.2 source RPM

Description of problem:
The current v1.1 mod_auth_cas is only available for EL7 and fails to compile due to an openssl incompatbility.  This is fixed in v1.2.

v1.1

How reproducible:
Every time

Steps to Reproduce:
1. Attempt to install mod_auth_cas on RHEL/CentOS8 to find that it doesn't exist

Additional info:
I've built this on my copr at https://copr.fedorainfracloud.org/coprs/vwbusguy/mod_auth_cas/ and am attaching the src.rpm here.  Really all it needed was updated source package and a changelog/version bump.

I think I found a potential maintainer for this.  I've since changed employers and no longer use this, but @timhansen46 is using it now at my previous employer and is interested in picking this up.  He's fresh around here and will need a mentor/sponsor.
