 - Bump to 0.3.13

 - Please document why this patch is needed:

Patch1:  freight-0.3.12-libs-usrshare.patch

 - make %{?_smp_mflags} → %make_build

 - make install DESTDIR=%{buildroot} → %make_install

 - The LICENSE file must be installed with %license not %doc
