The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

When deploying ostree payloads, anaconda is pre-filling /var, with the use of systemd-tmpfiles[1]. The latter has detailed error code reporting via its exit status, where "65" means that the configuration file was "invalid" but otherwise no error occurred. A special case of this is, if there are duplicated entries in the configuration file:

  NOTICE systemd-tmpfiles:[/mnt/sysroot/usr/lib/tmpfiles.d/var.conf:23] Duplicate line for path "/mnt/sysroot/var/spool", ignoring.

Since anaconda does not differentiate between the error conditions, this error will be taken as fatal and result in the abortion of the installation.

Since the content of the folder in /lib/tmpfiles.d/ is out of control of the installer itself and error 65 might be harmless (duplicated line), I believe Anaconda should special case error "65" and ignore it.
