Package python-sqlalchemy fails to build from source in Fedora rawhide.

Steps to Reproduce:
koji build --scratch f35 python-sqlalchemy-1.3.22-2.fc34.src.rpm

I have opened PR to fix this issue. PR reverts problematic update and disables failing test.
