Description of problem:

When an undercloud installation is attempted, non fatal message [1] is displayed.
This seems to have no actual impact beyond not creating the log file

1. run undercloud install
2. Observer error

[WARNING]: log file at /usr/share/ansible/validation-playbooks/ansible.log is not writeable and we cannot create it, aborting

The proposed patch won't fix the issue, but I think, since the validations-libs is available in stable/train, we should get this cherry pick:

is not seen when undercloud is installed.
