Enable bochs-display for server + UEFI VMs by default as from cluster level 4.6

Verification scenario:
1. Verify EnableBochsDisplay default_value is not 'true' in engine db. 
2. Browse WebAdmin and verify bochs video type is now selectable for VMs under 4.6 cluster compatibility.

This bugzilla is included in oVirt 4.4.6 release, published on May 4th 2021.

Since the problem described in this bug report should be resolved in oVirt 4.4.6 release, it has been closed with a resolution of CURRENT RELEASE.
