Description of problem:
Configuring resource_provider_hypervisors is needed to use minimum bandwidth placement enforcement [1].
Documentation bug BZ1935841 has been opened to add a clarification about this to RHOSP documentation.

The upstream patch [2] needs to be backported in order to be able to configure resource_provider_hypervisors.
