This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

This issue was investigated but found unsuitable for repair so late in the 7.9.z Maintenance Support 2 lifecycle phase.

The code complexity of the backport increased the risk of unforseen failures. That risk is especially high in a package as widely used as openssh where stability of existing installs is critical. Fixing this one corner case may inadvertently break other use cases which we do not know to test for.

This issue is targeted for repair in 8.5.0 with Bug 1913041, and targeted for backport to 8.4.z with Bug 1942364.

A possible workaround for RHEL 7 may be to use a different SSH client software.
