Description of problem:

when you idle service, it won't come back after receiving traffic.

possibly related to https://bugzilla.redhat.com/show_bug.cgi?id=1925245 ?


Version-Release number of selected component (if applicable):
 4.6.12

How reproducible:

when you run 'oc idle <service>', you have to scale back service manually as it's not re-activated after receiving traffic. I also dont see any idle annotations.
