The libcharset functionality was introduced in glib version 2.

In particular, the use of an environment variable to specify the directory for the charset.aliases file was added in this commit in November 2001:
https://gitlab.gnome.org/GNOME/glib/-/commit/8049ab48764b9f0fa57112a7410b832b7cf02eff

The glib version 1.2.10 release was in March 2001 and hence does not include the affected code.
