Description of problem:
  The update modal in Cluster setting page points to older version

Version-Release number of selected component (if applicable):

Steps to Reproduce:
1. Login into the Console as admin and go to cluster settings page
2. click on channel link and look at the docs in the opened modal with heading update channel

Actual results:
  The "Learn more about OpenShift update channels" points to

Expected results:
  the link should point to 4.8
