Test version:
RHVH-4.4-20210413.0-RHVH-x86_64-dvd1.iso

Test steps:
1. Install RHVH-4.4-20210413.0-RHVH-x86_64-dvd1.iso via anaconda GUI.
2. Append inst.sshd ip=dhcp in kernel cmd.
3. Login to console and run "journalctl | grep NetworkManager | less"
4. After reboot, check NetworkManager version again.

Test result:
1. After step 3, NetworkManager (version 1.30.0-7.el8) is starting... (for the first time)
2. After step 4,
# imgbase w
You are on rhvh-4.4.6.1-0.20210409.0+1

# rpm -qa| grep Network
NetworkManager-1.30.0-7.el8.x86_64

RHVH iso include the correct NetworkManager version, so the bug is fixed, change bug status to VERIFIED.

Also created polarion test case for this bug.
